As so often happens in our news-crazy media, another major story has gone completely over the heads of...well, almost everybody but me!
The real gist of the story to which I refer is that New York, NY School Districts, NY School Boards, NY school principals and teachers, NY parents and students....
SHOULD NOT HAVE HAD ANY angst or consternation over the 2013 NY State Assessments!
New York State had no business implementing what they called "Common Core Assessments" last year (2013), and no business issuing them again THIS year (2014).
As a matter of fact, the NY Common Core Assessments are the farthest thing possible from being representative of the Common Core CONCEPT (shared by most or even many states) as a common denominator of student readiness for college and careers.
New York and Kentucky were the only two states to implement something called "Common Core Assessments" in 2013, and their respective assessments were not even aligned with each other! They were both one-off tests, and in NY's case, the tests were not even aligned with the materials taught to the students who were tested!
Almost all of the States (INCLUDING NEW YORK) which have adopted the Common Core Concept, the Common Core Curriculum, and the Common Core Assessments belong to one of two federally funded consortia that were established and charged with the task of developing and implementing true "COMMON Core Assessments", and for each consortium the target dates were 2104 for random field testing, and 2015 for actual implementation of full-on testing against the Common Core Curriculum, followed by establishing the 1-2-3-4 cut-off scores, after all the results had been tabulated so as to preserve the credibility, validity and veracity of the Assessments as part of the Common Core Concept.
Not only did NY BOTCH its implementation of ""Common"" Core Assessments, it did so in a cavalier, unilateral, and unnecessarily disjointed and arrogantly solitary fashion, two full years ahead of its own consortium, PARCC.
The article bares me out on this: three LI school districts, among 100 districts out of the 700 in NY State are this year field testing the PARCC consortium-developed assessments, which will be rolled-out in 2015. But get this!
So to those readers and contributors here who think the CC is the way to go, New York is NOT REALLY PART OF ANY TRULY ""COMMON"" CORE of ANYTHING!

Because of the brouhaha over the NY ""COMMON"" Core Assessments in 2013, which has carried over into 2014 and heated up even more, when the REAL PARCC CC Assessments are implemented next year (2015), NY WILL NOT BE PARTICIPATING!!As part of the flurry of knee-jerk political intervention, the earliest NY will join the PARCC Consortium's tested and vetted and proved CC Assessments will be 2016, if ever!
