"If a district socks away too much money, in one way or another it should give it back."Newsday Editorial, referring to School District surpluses, April 1, 2014. But more importantly, and this is intended for the edification of trustees of Boards of Education, the editorial opens by accusing: "the...school board has failed its residents over the past five years. The board committed a double whammy of sins -- it underestimated revenue, and it overestimated how much it would spend." I do not feel that the above statements need further embellishment by me.
