News 12 reports: Cuomo seeks to cap school superintendents' pay (02/28/11) WOODBURY - Gov. Andrew Cuomo (D-N.Y.) is proposing a salary cap that would limit the money made by school superintendents. Superintendents in smaller districts would be capped at $125,000 a year, while the leaders of bigger districts could make up to $175,000.
The plan would affect administrators such as Dr. Carole Hankin, who runs the Syosset School District. Hankin, the highest-paid superintendent on Long Island, makes more than $375,000 a year.
Currently, 31 percent of superintendents make more than $179,000. Cuomo's proposal, should it be passed by the Legislature, could force lower salaries for 319 superintendents, nearly half of the top district administrators in the state. Source: www.news12.com/articleDetail.jsp?articleId=274981&position=1&news_type=newsOf course, this would have ramifications for many Assistant Superintendents as well, should it happen. Is there really anything preventing a school board from self-imposing this kind of cap, you know, without waiting for the State Legislature to sign-off on it? Chris Wendt

Full discloser items in reference to the foregoing article.
1. The state previously capped BOCES superintendent salaries when a "scandal" broke concerning the amount of the pension and other "payouts" received by a Suffolk BOCES Superintendent. This "salary cap" led to the resignation of several BOCES Superintendents around the state, including the Nassau BOCES Superintendent who discovered he could make more money in a school district than at BOCES. He later discovered that he could retire as a school district superintendent and make even more money as a recruiter of School District Superintendents for school boards. His most infamous recruiting project was of a short-lived superintendent for Massapequa, who was fired for what in my opinion was incompetence arising from lack of relevant experience and the failure of the Massapequa school board to have 'Googled' the name of their prospective Superintendent, which would have instantly revealed a deeply troubled past in her former district in New Jersey, which culminated in public "celebrations" over her departure by parents and teachers, there.
2. Due to the inability of the BOCES around the state to attract and retain qualified superintendents under the salary cap law, the State Legislature relented and repealed the BOCES Superintendent salary cap a few years ago. It is difficult for me to fathom that the Legislature will have forgotten their own misadventure with educational salary caps, and would even consider repeating the same disaster with local school district superintendents, now.
3. I voted for pay raises for Superintendents Venezia, Besculides, and Bonuso each time this item came to a vote while I was on the school board. After leaving the school board, I supported the nomination and promotion of the current Superintendent, Dr. Begley, as the fulfillment of a succession plan; however I had no role in the ultimate decision to hire her or what her salary or contract terms should be. I am not an advocate of the governor's proposal to legislatively cap superintendents' salaries. This is an issue of local school board authority and responsibility. To be true to my own beliefs, the Board of Education and the Superintendent are entrusted to manage this piece together for the good of the District, and I am sure they have made and will continue to make right decisions, meaning decisions that are both just and situationally correct in this regard.

#1 certainly sounds like he is in it for that altruisitic "for the the kids", doesn't it? Sure, he didn't find ways to game the system for personal gain....
In concept, I agree with no caps. But that assumes no abuses and fabulously intelligent BOE's making crackerjack decisions. However, that is not necessarily the case in LI (and other) school districts as proven by your #1.
