I must be off my game lately since I missed this one.... NYSED released this February document in March. It is updated to reflect IDEA 2004 changes (gotta love Johnny on the spot NYSED). It seems to be better written than their very old guide to a quality CSE meeting. Here is the full 72 page pdf: www.vesid.nysed.gov/specialed/publications/iepguidance/IEPguideFeb2010.pdfAnd here is a shorter web version: www.vesid.nysed.gov/specialed/publications/iepguidance.htmImportantly, NY has finally recognized the intent of the IDEA 2004 with this statement in the introduction: "Research and experience has shown that to improve results for students with disabilities, schools must have: * high expectations for students with disabilities;" This puts FAPE in a different light if you have ever had a school administrator say "we only have to do what is appropriate" as if there are lower standards and expectations for the "sped" students, since this statement is also in there: "Research and experience.... * meet the student’s needs to enable the student to access, participate and progress in the general education curriculum to the maximum extent possible;" So, no FAPE is not a blank check but this clarifies the high standards and expectations for the sped population that we have for any other kid.
